For all Kura in New Zealand, finance underpins and supports delivery of learning outcomes for students, with the resourcing available to be managed (budgeted for) by individual schools. Financial management of all the activities of a school, both day-to-day and in providing for sustainability into the future is an important and essential part of school leadership.
The context for school leadership in the area of finance can be challenging and is made more complex, because education in New Zealand is described as ‘free’ to participants. The funding supplied to schools by the Ministry of Education, which since 2004 has been in the form of a bulk grant, has three contributing strands:
- Operational funding
- Salary funding for teachers
- Property funding.
From the government’s Financial Information for Schools Handbook (F.I.S.H) on school finance:
“Financial management is crucial to the health of a school in order to provide adequate funding for day- to-day needs and in planning for the future. Any system of school administration must keep the needs of students in mind, support the learning and teaching at the school, and enable the board to realize its strategic goals and objectives.
A lapse in financial management − or deliberate fraud − diverts the attention of staff and trustees and may cause a reduction in the funds available for curriculum delivery.
Problems with a school’s financial governance and management almost always impact the education being provided to students”.

According to legislation on financial and property matters, each board of trustees is also required in particular to:
- allocate funds to reflect the school’s priorities as stated in the charter;
- monitor and control school expenditure, and ensure that annual accounts are prepared and audited as required by the Public Finance Act 1989 and the Education Act 1989; and c. comply with the negotiated conditions of any current asset management agreement, and implement a maintenance programme to ensure that the school’s buildings and facilities provide a safe, healthy learning environment for students.

Background Reading – Funding to Schools.
Every school receives annual funding that comes from three sources, Operational funding, the financial resources received by Boards of Trustees from the Government for running the day to day operations of schools. Salary funding, defined as gross salaries paid by the government to teachers employed in schools and Property funding, the funding spent on maintaining and expanding school property. All funding is formula driven based on the school roll at July 1.

Being formula driven requires compliance, via annual reporting and auditing of school accounts that restricts the ability of Principals and Boards to develop the flexibility that a bulk funding model implies.
Budgeting for school finances is cyclic, built around reporting check points set by the Ministry, and sets the financial cycle for the year. It is supported by monthly reporting to the Board of Trustees under the policy framework and delegations the Board has in place.
Other sources of income for the school may contribute to the overall budget that the Board has at its disposal. The three main sources are Ministry of Education additional funding for specific areas, locally raised funds from the community and other sources of government funding, from agencies and supporting local government entities.

Answering Option B:
Our school has a reasonably solid credit card policy that covers who can use a card, what it can be used for, and what paperwork is needed. One area that could be strengthened is how spending is checked after the fact. At the moment, it’s up to the cardholder to certify their own spending, but there’s no mention of regular checks or reviews by someone else i.e. the Presiding Member. Best practice (like what’s in the F.I.S.H guide) suggests having ongoing monitoring or audits to make sure everything is above board. Adding this step would help keep things transparent and make sure spending stays in line with school expectations.
Annual Plan Goal: Enhanced Student Welfare
Our annual plan prioritizes Student Welfare, which encompasses strengthening our learning and behaviour programmes and implementing proactive learning support initiatives in key areas across the school.
The recent increase in our budget for Learning Assistants and dedicated professional development for both senior leadership and our learning assistants has been instrumental in achieving this goal. This additional funding has allowed for substantial upgrades to our learning and behaviour programmes. Furthermore, it has facilitated the upskilling of our staff in crucial areas such as autism and neurodiversity, ensuring we can better support the diverse needs of our students.
At the start of the year, we conducted a comprehensive review of all existing systems, leading to targeted improvements that directly enhance student welfare. This proactive investment reflects our commitment to creating a more supportive and effective learning environment for every child.
Answering Option B:
One potential gap in my Kura’s Asset Management and Protection policy, when compared with the Model Financial Policy in F.I.S.H., is the timing of asset register updates. Currently, our policy states that the register is updated monthly or when the annual financial statements are prepared. This could mean a delay between when an asset is purchased and when it is actually recorded. While the model policy doesn’t set a specific timeframe, it suggests a more responsive, ongoing approach. A simple improvement for my Kura would be to clarify that the register is updated as soon as new assets are purchased. This would help keep our records accurate and up-to-date, support clearer oversight by the Board, and reduce the risk of things slipping through the cracks. It also strengthens governance by ensuring the Board has the most current information when making decisions around budgeting, maintenance, and asset planning.
Strategic Aim: Curriculum and Student Achievement—Include rewriting of the curriculum documents.
As part of the aim to support this goal, we allocated operational funds to support the rollout of the new mathematics curriculum. This included opportunities to fund additional release for teachers, professional development opportunities, and to overall replenish our mathematics equipment across the Kura. We allocated a high amount of funds to this cause as we knew that math was an area that our school needed to develop. Already within the two terms of this year, we have managed to provide each classroom with additional resources and every teacher the opportunity to participate in some form of professional development. Reviews and reflection sessions have shown that this has increased engagement and teachers’s competency with teaching and supporting the new curriculum. Therefore, this allocation of funds reflects positively on the school’s vision and values.
One of our strategic goals is: through deliberate teaching of an innovative and relevant curriculum, and effective leadership, all students will be provided with the opportunity to experience success.
The budget includes strategic budgeting for specific staffing (Learning Assistants, Bilingual Assistants) and operational costs (Professional Development, ESOL programmes, Cultural Opportunities).
Budgeting for staffing, and targeted professional development, allows us to create and provide a vibrant and supportive learning environment where all students, including those from diverse linguistic and cultural backgrounds, can thrive.
Including Cultural opportunities eg – Pasifika Fono, Cultural Group and Learning Village allows the implementation of providing an opportunity for success for diverse learners. A strong ESOL programme is in place for all students who need it. Our Strategic goal links to our values creating a powerful, interconnected system where every element works together to achieve our ultimate goal.
We have a large urban school with a growing population hence we have had to adapt our 5YPP to meet evolving needs and financial distribution. Some of our property funding is to be distributed to a space that is underutilised to a functional, flexible seating area that can be used for learning and community events. This investment not only reduces pressure on indoor areas but also is in alignment with us as an Enviro School to enhance outdoor learning and community engagement. This links to our Te Reo Maori/ Tikanga focus with engaging our community as it links to our Waharoa and Hall where we conduct Mihi whakatau, Matariki celebrations and Kapa haka.
